1. Legal Framework 法律框架
1.1 According to the application of the Regulation 6(2) of the Aliens and Immigration Regulations, the Minister of Interior decided, after he informed 
 the cabinet, to issue Permanent Residency in Cyprus to third country nationals, once the following
requirements are complied;

2. Investments/ Financial Requirements. 投资和财务要求
2.1 The applicant must obtain a certificate from a Cypriot Bank showing that he/she deposited a minimum amount of 30.000 Euro which will be blocked 
for three years. This amount has to be proved that came from abroad.

2.2 The applicant and his/her spouse have to be in a position to prove that they have at their disposal a secured annual income amounted to 30,000 
Euros. In case the applicant has dependents, then his/her secured annual income must be increased by 5.000 Euros for each dependent. The secured 
annual income may be gained from pensions, salaries,dividends, interests from deposits, etc which shall come from abroad.

2.3 The applicant along with his/her application has to lodge title deeds and/or saleagreement. The title deeds and/or the contracts of sale have to be 
under the applicant’s name and lodged to the Land Registry Department. The minimum value of the purchase price of the property is 300,000 Euros 
(the VAT is excluded). In addition the applicant has to provide receipts that he/she has already paid the amount of 200.000 Euros (the VAT is excluded), 
regardless the date of the delivery of the property. However, the remaining amount of the purchase price has to be fully paid in a Cypriot Bank.

The applicant has to prove that the abovementioned amounts came from abroad.

It is highlighted in any event that the applicant can register the purchased property under his /her company’s name if he wishes to do so. However, the company
 must be registered on the applicant’s name and/or on his/her spouse’s name and be the sole shareholders of the company. In case the shareholder of the 
company is other legal person, the applicant has to prove that the sole shareholder of the legal entity is him/herself and/or his/her spouse.

2.4 For the purposes of the present policy, the applicant is possible to buy up to two units of properties (apartments or house.), or one unit of property and 
one shop with up to 100 sq.meters, or one unit of property and one office up to 250 sq. m, provided that the requirements of paragraph 2.3 are followed.

policy, the resale of properties is not acceptable.

It is understood that although the properties/ apartments can be in a different locationsthey have to be purchased from the same developer.

In case of a couple, the abovementioned requirements will be adopted for both of them.That is, it will not be allowed for a couple to obtain beyond the two units

2.5 The Permanent Residency in Cyprus will be issued not only to the applicant’s name but also to his/her dependents (spouse and children under 18 years old). 
If the applicant has unmarried children age from 18-25 years old but they are students or undergraduates and financially dependents on him/her, they may apply 
separately for a permanent residency in Cyprus.
 In such a case, the father and/or the mother and/or both of them shall present an additional secured annual income of 5,000 Euros for each dependent child. It is 
noted that each dependent child has to lodge along with his/her application all the necessary evidences as per the requirements set on the paragraph 7.

However, the abovementioned permanent residency will lasts up to their age of 25 years old. In case the interested person would like to obtain new permanent 
residency has to apply according laying requirements.

2.6 The Permanent Residency may be obtained by the applicant’s children who are above the 18 years old and they are not financially dependents on the applicant. 
However, the price of the purchased property must be high enough to “cover” each child of the applicant (ie. If the applicant has a child over 30 years old and he/she
 would like to obtain Permanent Residency, the applicant has to purchase a property with the minimum value of 600,000 Euros. If the applicant has 2 children above 
18 years old, the minimum value of the purchased property must be 900.000 Euros etc). In each case, along with the application of Permanent Residency, the 
applicant has to submit a receipt for payment of the 66% of value of the property.

3. Quality Requirements: 达标要求
3.1 The applicant and his/her spouse have to provide a Criminal Record Certificate issued by the authorities of their origin. Further they must not consider to be a 
threat for public order and the public security.

3.2 The applicant and his/her spouse has to declare that they will not engaged in any trade,business or profession in Cyprus.

3.4 All the required documents, which are attached along with the application as well as all of their translations in Greek or English language, must be certified.

4.1 The applications will be submitted directly to the Aliens and Migration Department personally or through representatives (tel. 22-403921 and 22-403943). The 
fees for the application are amounted to 500 Euros.

in case the General Manager of the ministry of Interior considers it absolutely necessary.

5. Transitional provisions 暂行条例
5.1 Once the present announcement is published, any third country national who may had lodged his application to obtain Permanent residency in Cyprus under
 Category F can submit to the Aliens and Migration Department additional evidences which can prove that the requirements listed in the paragraphs 1-4 of the present announcement are fulfilled so that the examination of the application is accomplished to the new regulations and procedures (Regulation 6(2) of 
the Aliens and immigration regulations).

6.1 In case the requirements of the present announcement are fulfilled by the applicant and he/she has no criminal records, etc, the application will be examined
 by the Minister of interior and the Permanent Residency will be issued.The period of the examination of the application will be less than 2 months.
